With Motability you simply exchange your mobility allowance - either the higher rate of the mobility component of Disability Living Allowance or the War Pensioners Mobility Supplement, for a brand new car. You need not drive yourself but can nominate up to two drivers or if your child receives DLA, you can get a car on their behalf.
If you do not wish to have a car, they also have a scheme whereby you can get a powered wheelchair or mobility scooter provided you receive the above allowances.

Blue Badge Scheme
The Blue Badge scheme provides a range of parking concessions for people with severe mobility problems who have difficulty using public transport. This enables badge holders to park close to where they need to go. The scheme operates throughout the UK.
Mobility Scooter Registration
If your mobility scooter or powered wheelchair has a maximum speed of 8 mph to use on roads, with the facility to limit the maximum speed to 4 mph when travelling on footpaths, it is classed as a Class 3 vehicle and must be registered with the Driver and Vehicle Licensing Agency (DVLA).
You do not have to pay road tax but you must display a 'nil duty' tax disc which needs to be renewed each year.
